The tender concerns the purchase and delivery of Toys to all of the contracting authority's units and institutions. The expected turnover for the agreement has been calculated on the basis of previous activity and expected activity changes with the assumptions known at the time of the tender. The expected turnover is therefore not binding on the contracting authority. The same applies to quantities specified in Appendix 1 – Historical consumption. The contracting authority finds the most economically advantageous offer by using the award criterion "Price". The evaluation will be based on the price. The price of the goods is found by looking at the tenderer's publicly available prices and from which the offered discount rate is deducted, for a fictitious standard purchase (a "basket of goods"). The basket of goods will contain product categories that are representative of the contracting authority's purchasing pattern.
