EX-POST EVALUATION OF THE DOUALA RAINWATER DRAINAGE PROJECT (DDP)
1.	Pouvoir adjudicateur 
La Communauté Urbaine de Douala (CUD) a reçu un financement de l’Agence Française de Développement (AFD) en vue de réaliser le Projet de Drainage Pluvial (PDP) de Douala. Une partie de ces fonds sera utilisée pour effectuer les paiements au titre de l’évaluation finale du Projet de Drainage Pluvial (PDP) de Douala susmentionné. A cet égard, la Communauté Urbaine de Douala souhaite recruter un Consultant individuel spécialisé pour la réalisation de cette prestation.

2.	Contexte et présentation du projet 
Le Projet Drainage Pluvial (PDP) de Douala vise à doter la ville de Douala d'ouvrages d’assainissement adéquats pour le drainage des eaux pluviales en vue de lutter efficacement contre les inondations et de réduire l’exposition des populations aux maladies hydriques. Les conventions de financement de ce projet, signées en août 2012 entre l’AFD et la République du Cameroun, portent sur un montant de 166,56 millions d’euros. Le projet est financé par l’AFD (Prêt) à hauteur de 67% (112 M€), le C2D (subvention) à hauteur de 11% (18 M€) et la République du Cameroun, à hauteur de 22% (36,56 M€). La date de fin du projet (DLVF), initialement prévue fin juillet 2020, a été prorogée par avenant jusqu’à fin décembre 2022. 
Le démarrage effectif du projet est intervenu en 2015. Le projet comporte (i) une composante « Travaux » financée sur le Prêt et comprenant la construction et la réhabilitation de 48,8 km de canaux principaux et les travaux d’amélioration du cadre de vie des populations des quartiers sous-équipés et (ii) une composante « Mesures d’accompagnement », financée sur la subvention C2D et comprenant la réalisation d’études techniques et stratégiques (SD d’assainissement des déchets solides, SD Assainissement liquide) et des marchés de fournitures. Les travaux des canaux de drainage et la 1ère phase des travaux d’amélioration du cadre de vie des populations des quartiers sous-équipés ont été achevés depuis avril 2020 et les travaux de la 2nde phase dans les quartiers vont démarrer au 2ème trimestre 2021. De nombreuses études ont été lancées et d’autres sont en cours de passation. 

3.	Objectif de la consultation
L’Objectif de la consultation vise à inviter les consultants individuels susceptibles de mener à bien cette mission à manifester leur intérêt. Ladite mission consiste à :
-	L’analyse des thèmes principaux touchant la pertinence du Projet, le cadre institutionnel, la mise en œuvre, l’exécution, les performances, le renforcement des capacités institutionnelles, les effets aux plans environnemental, social et économique,
-	L’appréciation de la durabilité du Projet et la détermination de son impact sur les plans environnementaux, sociaux et économiques,
-	La détermination de la viabilité économique et financière du Projet,
-	La formulation des recommandations opérationnelles.

4.	Critères d’éligibilité des candidatures
Les candidatures seront retenues selon les critères suivants :
-	Une bonne expérience en matière de coopération au développement : 10% ;
-	Une expérience et une expertise avérées en matière d’évaluation : 30% ;
-	Une expertise technique et sectorielle dans le domaine de suivi-évaluation qualitatives de projets/programmes d’assainissement pluvial, de développement et/ou d’infrastructures de drainage pluvial : 40% ;
-	Une expérience professionnelle en Afrique en général et en Afrique subsaharienne en particulier : 15% ; 
-	Une excellente maîtrise du français : 5%.

Peuvent faire acte de candidatures, les Consultants locaux ou internationaux, titulaire d’un diplôme universitaire de BAC +5 minimum en management de projet, gestion de projet, en ingénierie (Génie Civil), en sciences politiques (droit public/privé, droit, relations internationales), en sciences sociales et économiques, en économie et contrôle de gestion ou dans toute autre discipline pertinente pour la présente mission.
La Communauté Urbaine de Douala s’autorise à ne retenir que six (06) candidatures. Les six candidats choisis seront les six meilleures après notation et application des critères ci-dessus. 
La sélection finale se fera sur la base d’une consultation restreinte des consultants individuels présélectionnés, en accord avec les procédures du Maître d’Ouvrage et de son partenaire l’AFD. 

5.	Indépendance du(es) prestataire(s) et absence de conflits d’intérêts
Le Consultant et les experts mobilisés pour la prestation ne doivent pas avoir de liens avec la MOA qui soient susceptibles d’interférer dans le processus d’évaluation et de mettre en doute l’impartialité et l’objectivité de ses conclusions. Ils ne doivent pas avoir été associés à l’instruction et/ou la mise en œuvre du projet qui fait l’objet de l’évaluation.

6.	Documents demandés pour juger la qualité de la candidature
La Communauté Urbaine de Douala invite les consultants à manifester leur intérêt et à fournir les informations indiquant qu’ils sont qualifiés pour exécuter les prestations attendues (brochures, références concernant l’exécution de contrats analogues, expériences dans des conditions semblables, disponibilité des connaissances et qualifications nécessaires (CV justifiant les qualifications et expériences ; justificatifs correspondants aux références présentées), moyens humains et financiers, etc.).
Le caractère similaire des références sera analysé en fonction de : 
-	L’ampleur des marchés ;
-	La nature des services (marchés des travaux, études stratégiques, études techniques, etc.),
-	La taille financière (marchés dont le montant est au moins égal à 3 000 000 Euros),
-	Contexte géographique (Afrique en général et en Afrique subsaharienne en particulier). 

7.	Confidentialité
Toute information concernant la Communauté Urbaine de Douala et incluse dans ce document ou fournie séparément doit être traitée de façon strictement confidentielle par le prestataire. Ce dernier accepte de ne divulguer ou publier aucune information relative à cet appel à candidature. 
De la même façon, tout document fourni par le prestataire sera considéré comme confidentiel.

The Douala City Council (DCC) has received funding from the French Development Agency (FDA) to implement the Douala Rain Drainage Project (DDP). Part of these funds will be used to make payments for the final evaluation of the above-mentioned Douala Storm Drainage Project (DDP). In this regard, the Douala City Council wishes to recruit a specialized individual Consultant to carry out this service.



2.	Context and presentation of the project 
The Douala Rainwater Drainage Project (DDP) aims at providing the city of Douala with adequate sanitation facilities for the drainage of rainwater in order to effectively combat flooding and reduce the exposure of the population to water-borne diseases. The financing agreements for this project, signed in August 2012 between FDA and the Republic of Cameroon, amount to 166.56 million euros. The project is financed by FDA (Loan) for 67% (€112M), C2D (subvention) for 11% (€18M) and the Republic of Cameroon, for 22% (€36.56M). The end date of the project (DLVF), initially scheduled for the end of July 2020, was extended by amendment to the end of December 2022. 
The actual start of the project took place in 2015. The project  included (i) a "Works" component financed from the Loan and including the construction and rehabilitation of 48.8 km of main canals and works to improve the living environment of the populations of under-equipped neighborhoods and (ii) a "Supporting Measures" component, financed from the C2D grant and including the conduct of technical and strategic studies (solid waste sanitation SD, liquid sanitation SD) and supply contracts. Work on the drainage canals and the first phase of work to improve the living environment of people in under-equipped neighborhoods has been completed since April 2020 and work on the second phase in the neighborhoods will begin in the second quarter of 2021. 

3.	Objective of the consultation
The objective of the consultation is to invite expressions of interest from individual consultants likely to carry out this mission. The said mission consists of :
-	Analysis of the main themes relating to the relevance of the Project, the institutional framework, implementation, performance, institutional capacity building, environmental, social and economic impacts;
-	Assessment of the sustainability of the Project and determination of its environmental, social and economic impact ;
-	The determination of the economic and financial viability of the Project;
-	The formulation of operational recommendations.

4.	Eligibility criteria for applications
Applications will be selected according to the following criteria:
-	Good experience in development cooperation: 10%;
-	Proven experience and expertise in evaluation: 30%;
-	Technical and sectoral expertise in the field of qualitative monitoring and evaluation of stormwater projects/programs, development and/or stormwater infrastructure: 40%;
-	Professional experience in Africa in general and Sub-Saharan Africa in particular: 15%; 
-	Excellent command of French: 5%.


Local or international consultants with a minimum of a BAC +5 degree in project management, project management, engineering (civil engineering), political science (public/private law, law, international relations), social and economic sciences, economics and management control or any other discipline relevant to this assignment may apply.
The Douala City Council is authorized to retain only six (06) applications. The six candidates selected will be the best six after scoring and application of the above criteria. 
The final selection will be made on the basis of a restricted consultation of the pre-selected individual consultants, in accordance with the procedures of the project owner and its partner FDA. 



5.	Independence of the Consultant(s) and No Conflicted Interests
The Consultant and the experts engaged for the service must not have any ties to the Owner that could interfere with the evaluation process and cast doubt on the impartiality and objectivity of its conclusions. They must not have been involved in the appraisal and/or implementation of the project that is the subject of the evaluation.

6.	Documents required to assess the quality of the application
The Douala City Council invites consultants to express their interest and to provide information indicating that they are qualified to perform the expected services (brochures, references concerning the execution of similar contracts, experience in similar conditions, availability of the necessary knowledge and qualifications (CVs justifying the qualifications and experience; supporting documents corresponding to the references presented), human and financial resources, etc.)
The similarity of the references will be analyzed according to: 
-	The extent of the contracts;
-	The nature of the services (works contracts, strategic studies, technical studies, etc.),
-	The financial size (contracts of at least 3,000,000 Euros),
-	Geographic context (Africa in general and Sub-Saharan Africa in particular). 


7.	Confidentiality
All information concerning the Douala City Council and included in this document or provided separately shall be treated as strictly confidential by the Applicant. The applicant agrees not to disclose or publish any information relating to this call for applications. 
Similarly, any documents provided by the Applicant shall be considered confidential.
